I can't imagine they do think we're threats. Especially considering that they seem to treat some of us better than others with no discernible rhyme or reason.
[Edwin, for example, has a relatively comfortable arrangement and god knows he's no threat. Meanwhile, he knows a very accomplished practitioner who is a much lower rank than he is. It doesn't seem wise to him, unless the House isn't worried about reprisals.
